Summary

In 2009, the European Union’s High Level Group on Financial Supervision created the first EU supranational policy on banking, which politicians ratified quickly. Until then, banking supervision in the EU had mainly been the responsibility of individual member states, with some “nonbinding agreements” in place on specific policy issues. However, these measures proved inadequate in 2010 when “unsustainable deficits and debts in government accounts and unsustainable weaknesses...in national banking systems” threatened to annihilate the euro zone and the single currency. The EU is now toying with the idea of a European banking union...
